Budleigh Salterton Town Council (BSTC) is making significant strides towards its net zero goals. Since committing in 2019 to achieve net zero carbon emissions by 2050—with an interim target of a 50% reduction by 2030—the town has seen inspiring efforts from individuals and community groups dedicated to reducing their environmental impact.
To build on this momentum, BSTC has updated its Climate Action Plan and redefined the role of the Climate Group to better support the community’s ongoing sustainability journey.
The revised Climate Action Plan is now more focused, highlighting a smaller number of clear and practical actions. This approach enables the Council to make meaningful progress in reducing its own carbon footprint while encouraging residents and local organisations to do the same.
To ensure effective progress, the Council has established two dedicated workstreams:

One focused on advancing the Council’s commitment to assessing and reducing its own carbon emissions and achieving net zero.

Another dedicated to supporting the wider community in developing local and personal sustainability initiatives.
Building on the important community engagement fostered by the existing Climate Group, the Council has formed a new Climate Change and Environment Committee (CEC) made up of Town Councillors. This Committee will enhance coordination, governance, and accountability, embedding climate initiatives firmly within Council decision-making. Meanwhile, the Climate Group will continue as an independent community-led body, focusing on grassroots action.
This new structure ensures transparent reporting and alignment with other Council committees, providing a clear and practical framework to meet Budleigh Salterton’s climate goals.
The Terms of Reference for the Climate and Environment Committee and the updated Climate Action Plan are now available for review. The CEC is chaired by Cllr Jan Billington, with members Cllrs Catriona Cunningham, Phil Jones, Penny Lewis, and Lesley Miszewska.
BSTC looks forward to continuing its support for the Climate Group and will soon propose dates for a meeting to discuss its future direction and how the Council can best facilitate its vital role.
